North SeaTac Roadways Study-Final Report

The City of SeaTac has prepared a roadways study to evaluate and prepare for potential traffic changes and impacts that may stem from future development of a Port of Seattle-owned property adjacent to North SeaTac Park. The currently undeveloped property is referred to as the 55-Acre Parcel and is located between South 142nd Street and South 136th Street. The North SeaTac Roadways Study evaluated possible roadway connections to the site, identified preferred alignments and determined what infrastructure services must be provided to accommodate development. The City’s primary objective for completing this study is to provide transportation infrastructure that will accommodate future uses on the site and minimize traffic impacts in the surrounding neighborhoods.

The City of SeaTac has prepared preliminary options that focus on:

  •  Minimizing traffic impacts to local streets and in adjacent neighborhoods

  • Optimal site access and egress locations

  • Separating truck traffic from neighborhood traffic

  • Minimizing environmental impacts

Project Background

The Port of Seattle acquired the 55-Acre Parcel in the 1970s based on FAA requirements for restricted land uses in runway approach zones.  The properties were purchased under the Port’s airport noise mitigation program with Federal noise mitigation funds.  Future development is limited to airport compatible uses based on the FAA restrictions and City of SeaTac zoning.  The property is zoned Aviation Commercial. 
What are the Port's plans for the site?
The Port of Seattle is looking into developing the 55-Acre Parcel.  No decisions have yet been made about specific development plans.  The City of SeaTac is working closely with the Port of Seattle to determine the roadway network that would need to be in place to accommodate future development while also meeting the needs of the surrounding neighborhoods and community at large. By completing this traffic analysis now, the City is taking a proactive approach to prepare for future traffic impacts in the North SeaTac area. The goal is to plan for and provide infrastructure ahead of site development, avoiding the need to come back at a later time to “fix” traffic circulation issues that may arise from development at the site.
Project Schedule
The North SeaTac Roadways Study is complete.  The Study has identified a preferred alternative and developed a conceptual engineering plan. Additional design will commence when the Port identifies specific development plans for the 55-Acre Parcel.
